Notification on COVID Prevention & Control in Dongcheng
(No. 16)
According to the "New Coronavirus Pneumonia Prevention and Control Plan (Ninth Edition)" and "Guangdong emergency disposal plan for local outbreak (Fifth Edition)", given the current epidemic prevention and control work in Dongcheng District, starting from October 4, 2022, the epidemic risk level in several areas have been adjusted as follows:
1. High-risk areas
the shops and trading areas in the enclosed area of Xiaqiao Community Fruit Market Yinzhu Street - Lvhua Road - Xiaqiao Fruit Street - Yinfeng Street - Wanxinjia Shopping Plaza in Dongcheng District;
No. 11, 13, 15, 17, Yinling Street, Xiaqiao Community; No. 40, 41, Potou Lane.
High-risk area implement closed-off management, residents should stay at home, and the community will provide door-to-door services. When no new local cases are reported in the area for 7 consecutive days, and on the 7th day, all residents in the risk area test negative, the area can be adjusted to a medium-risk area. When there are no new infections for another 3 consecutive days, the area can be adjusted to a low-risk area. All business places in the areas have been temporarily closed.
2. Medium-risk area
the enclosed area of Guanlong Road - Dongbin Building - Wanxinjia Shopping Plaza - Yinzhu Street - Yinping Road - Mingxing Lane - Yinfeng Street - Yucai Street - Qiaoyuan Road - Yonghong Fruit Market, Xiaqiao Community (except for the high-risk areas);
the enclosed area of Yinling Street - Yinzhu Road - the east area of Jinqiao Fishery Market - No. 21-48, Potou Lane, Xiaqiao Community (except for the high-risk area)
Medium-risk area implement controlled management. Residents should stay in the community and pick things at different times. When no new local cases are reported in the area for 7 consecutive days, and on the 7th day, all residents in the risk area test negative, the area can be adjusted to a low-risk area. All business places in the areas have been temporarily closed. Except for those who provide the basic necessities, the rest of the business places in these areas have been temporarily closed.
3. Low-risk area
South to Guanlong Road, Xiaqiao Community (except the above medium and high-risk areas);
North to Guanlong Road, Xiaqiao Community (except the above medium and high-risk areas);
Residents in low-risk areas should strengthen personal protection and avoid gatherings, please wear a mask, take temperature checks and scan the venue code. Residents are suggested not to leave the area unless necessary. People should have 2 nucleic acid test negative certificates within 48 hours(with an interval of at least 24 hours) and green code when leaving.
Restaurants in the low-risk areas are required to stop providing dine-in service. Enclosed cultural, sports and entertainment venues will suspend services; all educational training institutions, including child care centers will suspend offline training services; supermarkets and farmers' markets are required to strengthen ventilation, and limit the flow; non-cash payments are recommended. All places should strictly implement prevention and control measures such as venues code scanning and temperature measurement.
These adjustments shall come into effect once it is issued, and will be adjusted on a dynamic basis following the developments of prevention and control.
The district will do the best to guarantee living and medical services, ensure that the supply of life necessities in the risk areas is sufficient and the price is stable. The medical needs of special groups such as pregnant women, elderly people living alone andpeople with chronic illness will be guaranteed. 东城街道新型冠状病毒肺炎疫情

根据当前东城街道疫情防控工作需要，按照国务院应对新型冠状病毒肺炎疫情联防联控机制综合组《新型冠状病毒肺炎防控方案（第九版）》和《广东省新冠肺炎本地疫情应急处置方案（第五版）》相关规定，经专家组研判，现对东城街道中高低风险区调整如下：
一、高风险区
高风险区1：东城街道下桥社区水果市场银珠街-绿化路-下桥水果街-银丰街-万信佳购物广场合围区域的商铺和交易区
高风险区2：东城街道下桥社区银岭街11、13、15、17号，陂头巷40、41号
实行封控措施，期间“足不出户、上门服务”。区域内连续7天无新增感染者，且第7天风险区域内所有人员完成一轮核酸筛查均为阴性，降为中风险区；再连续3天无新增感染者降为低风险区。该区域所有经营场所暂停营业。
二、中风险区
中风险区1：东城街道下桥社区莞龙路-东宾楼-万信佳购物广场-银珠街-银屏路-明兴巷-银丰街-育才街-桥园路-永泓水果市场合围区域（除高风险区外）
中风险区2：东城街道下桥社区银岭街-银竹路-金桥水产市场东侧-陂头巷21-48号合围区域（除高风险区外）
实行管控措施，期间“人不出区、错峰取物”。区域内连续7天无新增感染者，且第7天风险区域内所有人员完成一轮核酸筛查均为阴性，降为低风险区。该区域除保供经营场所外，其余经营场所一律暂停营业。
三、低风险区
低风险区1：东城街道下桥社区莞龙路以南（除高、中风险区外）
低风险区2：东城街道下桥社区莞龙路以北（除高、中风险区外）
该区域实行“个人防护，避免聚集”管理措施，严格执行“戴口罩、扫码、测温”，落实个人健康管理责任。低风险区内居民非必要不离开，确需出入的，须持48小时内两次核酸检测（每次间隔24小时）阴性证明和健康码“绿码”。
低风险区域内的餐饮经营场所暂停堂食，采取到店自取、外卖送餐和盒饭分餐等用餐形式。各类密闭文体娱乐经营场所暂停营业，各类培训机构、托管托育机构暂停线下服务，超市、农贸市场加强通风，限制人流，提倡非现金支付。所有场所落实扫码、测温。
以上措施自本通告发布时执行，《东城街道新型冠状病毒肺炎疫情防控指挥部办公室通告（14号）》自本通告发布时起废止，后续将根据疫情防控形势变化适时调整。

1. The temporary controlled area

2. Management measures
(I) The area implement enclosed management. Except for taking nucleic acid test and other special urgent needs, all residents are not allowed to leave their homes unless necessary. Visitors, deliverymen are not allowed to enter the controlled area.
(2) Conduct nucleic acid testing in an orderly manner. Citizens should cooperate to complete each round of nucleic acid testing, ensuring no one is left behind. Those who do not participate in sampling without reason should bear the corresponding responsibility.
(3) Strictly control the places crowded with people. Gathering activities will be suspended in the temporary controlled area.
(4) Guarantee living and medical services. Ensure adequate supply and stable price of daily necessities in the area. The medical needs of special groups such as pregnant women, elderly people living alone and people with chronic illness in the area should be guaranteed. (5) Do a good job in personal protection. The general public should firmly establishing the awareness that "everyone is responsible for their own health". Please wash hands frequently, keep clean, using serving chopsticks, and cooperate with the anti-epidemic measures such as wearing a mask, taking temperature checks, scanning the venue code. People who experience sore throat, fever, dry cough, fatigue, decreased sense of smell (taste), nasal congestion, runny nose, conjunctivitis, myalgia, and diarrhoea should report to the local community as soon as possible. Conceals, underreports and late reports are strictly prohibited.
3. The period
These adjustments shall come into effect from October 3, and will be adjusted on a dynamic basis following the developments of prevention and control.

根据当前南城街道疫情防控工作需要，按照国务院应对新型冠状病毒肺炎疫情联防联控机制综合组《新型冠状病毒肺炎防控方案（第九版）》和《广东省新冠肺炎本地疫情应急处置方案（第五版）》相关规定，经专家组研判，自2022年10月3日起，南城街道划定临时管控区，具体情况如下：

二、管控措施
（一）全面落实围合管理。区域内实行“全域封闭、足不出区、只进不出”管理，除定时定点核酸检测及其他特殊急迫需求情形外，全体人员非必要不出户，访客、快递、外卖禁入管控区，临时管控区内全部场所暂停营业。
（二）有序开展核酸检测。市民要积极配合完成各轮次核酸检测，做到应检尽检，不落一人，无故不参加采样的，需承担相应责任。
（三）从严管控人员密集场所。临时管控区域内暂停聚集性活动。
（四）全力做好居家生活及医疗健康服务保障。确保临时管控区域内生活必需品供应充足、价格稳定。保障临时管控区域内孕妇、独居老人、长期病患者等特殊人群就医需求。南城街道建立两级服务保障队伍，设立两级24小时热线电话（南城街道疫情防控热线：28682868，南城街道疾控中心：22882892，南城街道卫生健康局：22909255，南城街道总值班室：23368822，南城医院急诊：22882369、22882280，鸿福社区：22993033），及时响应市民诉求。
（五）积极做好个人防护。广大市民要树立“自己是个人健康的第一责任人”意识，坚持勤洗手、常清洁、用公筷等良好卫生习惯，落实“戴口罩、测温、扫码”等防疫措施；做好自我健康监测，一旦出现咽痛、发热、干咳、乏力、嗅（味）觉减退、鼻塞、流涕、结膜炎、肌痛和腹泻等不适症状，须第一时间向属地社区报告，严禁瞒报、漏报、迟报。
三、管控时限
以上措施自2022年10月3日起执行，后续将根据疫情防控形势变化适时调整。

Given the current situation of epidemic prevention and control in Nancheng, to further strengthen epidemic prevention and control, we hereby notify the adjustment of relevant epidemic prevention and control measures as follows:
1. Nursing institutions, welfare institutions, maternity centers, nursing centers for the disabled, relief institutions and other special places with full-time care services in Nancheng are subject to closed-off management, while nursing institutions, rehabilitation institutions, religious places and other special places that do not provide full-time care servicesc shall suspend offline services.
2. Sauna rooms, foot care and spa rooms, fitness venues, physical therapy centers, public cultural venues, chess and card rooms, mahjong rooms, Internet cafes, bars, KTVs, gyms, sports centers, swimming centers and other enclosed cultural and recreational places in Nancheng have been temporarily closed. Cinemas and museums should strictly implement the health measures such as measuring temperature, scanning venue code, checking health code, wearing mask and strengthening disinfection and ventilation. They should limit the flow of 75% of the approved capacity.
3. All kinds of off-campus training institutions in the district will suspend offline training services.
4. All kinds of public places such as markets, restaurants, shopping malls and supermarkets should strictly implement the health measures such as measuring temperature, scanning venue code, checking health code, wearing mask and strengthening disinfection and ventilation, and limit the flow of 75% of the approved capacity. Hotels and tourist attractions should checked visitors' health code and the negative nucleic acid test report within 48 hours. Please reduce all kinds of gathering activities. Business entities should fulfill their responsibilities for epidemic prevention and control.
5. Before entering public places, citizens in Nancheng should cooperate with the anti-epidemic measures such as taking temperature checks, scanning the venue code, wearing a mask and must show their negative nucleic acid certificate within 48 hours or the nucleic acid sampling record of the same day.
The notifications will take effect once it is issued. Relevant measures will be dynamically adjusted according to the epidemic situation and the needs of prevention and control. Units and individuals who violate relevant regulations and thus cause the spread of the coronavirus will be held liable in accordance with applicable laws and regulations.

根据当前我街道疫情防控形势，为精准科学做好当前疫情防控工作，现就进一步加强我街道社会面疫情防控通告如下。
一、全街道养老机构、福利机构、月子中心、残疾人托养中心、救助机构等有全托服务的特殊场所实行封闭管理，托育机构、康复机构、宗教场所等非全托服务的特殊场所暂停线下服务。
二、全街道桑拿按摩、足疗水疗、养生馆、理疗馆、公共文化场馆、棋牌室、麻将馆、网吧、酒吧、KTV、健身房、体育馆、游泳馆等各类密闭文体娱乐经营场所暂停营业。电影院、博物馆要严格落实测温、扫码、亮码、戴口罩、消毒等健康服务“五件套”，强化场所通风换气、按核定接待能力的75%限流等防控措施。
三、全街道各类校外培训机构暂停线下培训。
四、全街道农贸市场、餐馆、商场超市等各类公共场所要严格落实测温、扫码、亮码、戴口罩、消毒等健康服务“五件套”，强化场所通风换气、按核定接待能力的75%限流等防控措施。宾馆、酒店住宿以及进入旅游景区要查验健康码和48小时内核酸检测阴性证明。减少各类人群聚集活动。各有关经营业主要履行好疫情防控主体责任。
五、全街道所有公共场所人员进出严格执行测温、扫码、戴口罩等防控措施，一律须凭48小时内核酸阴性证明或当日核酸采样记录方可出入。
本通告自发布之日起施行。以上防控措施根据疫情进展、防控需要进行动态调整。对违反相关规定引起疫情传播或造成传播风险的单位和个人，将依法追究法律责任。
